KİTLESEL OLAYLARDA OLAY YERİ YÖNETİM SİSTEMİNİN KAMU YÖNETİMİNDE KOORDİNASYON AÇISINDAN DEĞERLENDİRİLMESİ

Abstract

Günümüzde büyük hasar oluşturan ve toplumun genelini tehdit eden acil durumların sayısı hızla artmaktadır. Kitlesel olay olarak tanımlanan bu olayların yönetimi, hem hasarın azaltılması hem de kamu güvenliğinin sağlanması adına önemlidir. Temel yönetim prensipleri kullanılarak geliştirilen Olay Yeri Yönetim Sistemi (OYS), son yıllarda kitlesel olayların yönetiminde, müdahalede etkinliğin arttırılması ve kurumlar arası koordinasyonun sağlanabilmesi adına önemli görülmektedir. Çalışmada, Türkiye'de kitlesel olay müdahalelerinde kullanılan mevcut OYS'nin değerlendirilmesi amaçlanmaktadır. Mevcut durumun değerlendirilmesi için bir anket çalışması yapılmış, örneklem İzmir ili acil müdahale kurumlarından belirlenmiştir. Anket çalışmasında katılımcılar, müdahale kurumları arası koordinasyonu yetersiz bulmuş, olay yeri güvenliğinin yeterince sağlanamadığını belirtmiştir. OYS, Türkiye acil müdahale sisteminde yeterince etkin kullanılamamaktadır. Türkiye Müdahale sistemi mevcut sorunlarının çözümü için OYS önemli görülmektedir. Türkiye acil durum yönetiminde etkin ve tüm kurumları kapsayan bir OYS'nin oluşturulabilmesi için ülkedeki idari yapılanma ve yönetim bilimi alanında ki güncel hakim paradigmaların etkisi dikkate alınmalıdır.Today, the number of emergency, which constitutes major damage and threatens the population, is rapidly increasing. The management of these incidents, which are defined as mass incidents, is important both for reducing the damage and ensuring public safety. Incident command system (ICS), developed using the basic management principles, is deemed important for increasing the effectiveness of interventions in the management of mass incidents and to ensure inter-agency coordination, in recent years. In the study, assessment of the current ICS used in mass incident interventions in Turkey is aimed. A survey study was conducted to assess the current situation and the sample was determined from emergency intervention institutions in the city of Izmir. Participants of the survey, found the coordination between intervention agencies insufficient, and stated that the scene security provided is not enough. ICS is not used effectively in the emergency intervention system of Turkey. It seems that ICS is important for solving the problems of the incident intervention system of Turkey. For an ICS to be established as part of the Turkish disaster management system that encompasses all institutions should take into account the governing structure in the country as well as the current dominant paradigms that are effective in the field of management science.
