Kilis Elbeyli Geçici Barınma Merkezi hizmet kalitesinin Suriyeli sığınmacı memnuniyetine etkisi

Abstract

2011 yılında başlayan Suriye Savaşı itibariyle 'Türkiye açık kapı politikası' izlemiştir. Suriye halkını uzun yıllardır misafir etmekte ve bu konuda yeni yaklaşımlar geliştirmektedir. En fazla Suriyeli sığınmacıyı barındıran ilimiz Kilis olup, sığınmacı sayısı Kilis'in nüfusuna yaklaşmıştır. Kilis'te en son nüfus sayımına göre 142.541 Türk vatandaşı, 115.934 ise Suriyeli sığınmacı yaşamaktadır. Bu çalışmada Kilis Elbeyli Geçici Barınma Merkezi üzerinde durulacaktır. Şubat 2020 itibariyle Türkiye'de ki geçici barınma merkezlerinde toplamda 63.906 Suriyeli sığınmacı yaşamaktadır. Çalışmamıza yön veren Kilis Elbeyli Geçici Barınma Merkezin de yaşayan sığınmacı sayısı ise 8.492 dir. Türkiye'de bulunan 7 Geçici Barınma Merkezi normatif bir planlama yapısına ve uluslararası standartlara uygun bir biçimde yönetilmektedir. Türkiye'nin ise bu merkezlerin maliyetini daha ne kadar karşılayabileceği ise tartışılmaktadır. Bu çalışmada Elbeyli Geçici Barınma Merkezi'nin Suriyeli sığınmacılara sunduğu genel hizmetler ve Suriyeli sığınmacıların bu hizmetlerden dolayı memnuniyetleri ile ilgili bazı örnekler ve alternatif yaklaşımlar ele alınmaktadır.

Since the onset of the Syrian War that began in 2011, Turkey has followed an "open door policy". It has been hosting the Syrian people for many years and developing new approaches in this regard. The province with the largest number of Syrian refugees in relation to its own population is Kilis, as the number of refugees has now almost reached the population of Kilis. According to the latest census, there are 142,541 Turkish citizens and 115,934 Syrian refugees residing in Kilis. This study will focus on the Kilis Elbeyli Temporary Accommodation Center. As of February 2020 a total of 63.906 Syrian refugees are living in temporary accommodation centers in Turkey. The number of Syrians in Kilis Elbeyli Temporary Accommodation Center is 8.492. The seven Temporary Accommodation Centres in Turkey have a normative planning structure and are managed in accordance with international standards. However, the question of how long Turkey can sustain the cost of running these camps is debatable. In this study, examples and alternative approaches pertaining to the overall services that the Elbeyli Temporary Accommodation Center provides to the Syrian refugees and their satisfaction with these services are discussed.
