Değişen Kuzey Irak Türk dış politikasının temel dinamikleri ve oyun teorisi çerçevesinde analizi

Abstract

Türk dış politikası 2003 yılından bu yana bir dönüşüm ve değişim içerisindedir. Bu değişimin lider kaynaklı mı olduğu yoksa yapısal mı olduğu henüz değerlendirilmektedir. Fakat Türkiye'nin Kuzey Irak politikasının iç politik değişimin dışında Irak'ın de facto ve de jure olarak değişmiş olması bu anlamda değişme ihtiyacı içinde olduğunu göstermiştir. Son yıllarda ki politik değişim, Kuzey Irak politikasının tarihi temellerine bakacak olduğumuzda Türk dış politikasının Cumhuriyet'in kuruluş paradigması ile uyumlu bir şekilde ilerlediğini göstermektedir. Bu değişimin yarattığı fırsatlar ve handikaplar ise bilimsel temelde oyun teorisi analizlerine tabi tutulduğunda güç ve çıkar denkleminin eksi ve artı uçları daha da netleşmektedir.

Turkish foreign policy has been in a transformation since 2003. It is still being evaluated whether this change is due to the leader or whether it is structural. However, the fact that Turkey's Northern Iraq foreign policy has changed de facto and de jure apart from the domestic political change, has shown that Turkish foreign policy also needs to change in this sense. The political change in recent years, when we look at the historical foundations of the Northern Iraq policy, shows that Turkish foreign policy is progressing in harmony with the founding paradigm of the republic. When the opportunities and handicaps created by this change are subjected to game theory analyzes on a scientific basis, the minus and plus ends of the power and interest equation become clearer.
