AR&GE - PATENT HARCAMALARI VE TEKNOLOJİK İLERLEMENİN EKONOMİK BÜYÜME ÜZERİNDEKİ ETKİSİ: AMPİRİK BİR UYGULAMA

Abstract

Küreselleşmenin hızla yayılması ile ülkeler arasındaki sınırlar ortadan kalkmış, ülkeler birbirine daha çok bağımlı hale gelmiştir. Söz konusu bağımlılığın ortaya çıktığı alanlardan birisi de teknolojidir. Ülke ekonomisi açısından teknoloji büyük önem arz etmektedir. Ülkelerin rekabet gücünün artması, ekonomik büyüme ve kalkınma için teknolojik ilerleme zorunluluk arzetmektedir. Bunun ön koşulu da AR&GE ve patent harcamalarına yeterince önem verilmesidir. Bu çalışmada 1989-2012 döneminde Türkiye ekonomisi için AR&GE ve patent harcamaları ile teknolojik ilerlemenin ekonomik büyüme üzerindeki etkisi araştırılmıştır. Bahsi geçen değişkenler arasındaki uzun dönemli ilişkinin belirlenmesi için öncelikle basit regresyon analizi, ADF birim kök testi ve nedensellik testi uygulanmıştır. Analizlerden elde edilen bulgulara göre, AR&GE harcamaları ile ekonomik büyüme arasında iki yönlü pozitif ilişki mevcuttur. Teknolojik gelişme ve ekonomik büyüme arasında da anlamlı bir ilişki olduğu tespit edilmiştir. Ancak, ekonomik büyüme ile patent harcamaları arasında anlamlı bir ilişkiye rastlanmamıştır. Öz olarak, Türkiye'de ekonomik büyümenin hız kazanması için AR&GE faaliyetleri ve teknolojik ilerlemeye yönelik yatırımların arttırılması hayati önem arzetmektedir

With the rapid spread of globalization, the borders between the countries have gone away, and the countries have become more dependent on each other. One of the areas where addiction has emerged is technology. Technology is of great importance in terms of country economy. Increasing competition power of countries, technological progress for economic growth and development is a necessity. The prerequisite for this is that R&D and patent spending are given sufficient attention. In this study, R&D and patent expenditures for the Turkish economy and the effect of technological progress on economic growth in 1989-2012 period were investigated. Firstly, simple regression analysis, ADF unit root test and causality test were applied to determine the long-run relationship between the variables. According to the findings obtained from the analyzes, there is a two-way positive relationship between R&D expenditures and economic growth. There is also a significant relationship between technological development and economic growth. However, no significant relationship was found between economic growth and patent spending. In essence, it is of vital importance to increase investment in R&D activities and technological progress to accelerate economic growth in Turkey
