İmara aykırı gelişen Gaziantep Çıksorut bölgesinin güncel şehirsel dokusunun incelenip iyileştirilmesine yönelik çözüm önerileri

Abstract

1950'li yıllardan itibaren Türkiye'de kırsal kesimlerden büyük kentlere göçler başlamış, göçlerle birlikte kaçak yapılar da kendini göstermeye başlamıştır. Bu yıllardan sonra Türkiye'nin hemen hemen bütün illerinde sayısı artmaya başlayan kaçak yapılar Gaziantep ilinde de yüksek oranda artış göstermeye başlamıştır. Kaçak yapılar kente göç ile yerleşen düşük gelirli insanların kendi imkanları ve yöntemleri ile şekillendirdikleri konutlardır. Kaçak yapılar gecekondu ve imara aykırı yapıları içermektedir. Bu çalışmada gecekondu ve imara aykırı yapı kavramlarının farklı kavramlar olduğu ve ayrıca imara aykırı yapılaşmayı oluşturan sanayi, göç ve kentleşme etkenleri açıklanmıştır. Çalışma alanı olarak imara aykırı yapıların olduğu Gaziantep ilinin Şehitkamil ilçesine bağlı Çıksorut bölgesi hakkında detaylı literatür taraması yapılıp, dokuz mahalleden oluşan Çıksorut bölgesinde bölgesel ve mekânsal ölçekte analizler yapılmıştır. Bölgedeki sorunları ve kentsel dönüşüm uygulama yöntemlerinden olan İyileştirme (Rehabilitasyon) müdahalelerini tespit etmek için analiz çalışmalarından sonra bölge halkına demografik profillerine ilişkin, Çıksorut bölgesi ve ikamet ettikleri bina ile ilgili anket soruları yönlendirilmiştir. Elde edilen bulgular sonucunda bölgede yaşam kalitesinin çok düşük, bölgesel ve yapısal ölçekte çok eksikliklerin olduğu saptanıp bu doğrultuda bölgesel ve yapısal ölçekte uygulanacak İyileştirme (Rehabilitasyon) müdahaleleri belirlenmiştir. Since 1950s, migrations have been started in Turkey from rural areas to large cities and illegal constructions have been started to appear because of migrations. After these years, the number of illegal buildings begun to increase in almost all provinces of Turkey and started to increase in Gaziantep province. Illegal buildings are the dwellings shaped by the low-income people who migrated to the city with their own means and methods. Illegal constructions include slum and unlicensed constructions. This study explains that concepts of slum and unlicensed constructions are different, as well as the factors of unlicensed constructions industry, migration and urbanization have been explained. Detailed literature survey was carried out about Çıksorut region of Şehitkamil district within Gaziantep province, unlicensed constructions of this region have been selected to be a case study area for this thesis. Analysis was carried out on regional and spatial scale in Çıksorut region, which consists of nine neighborhoods. In order to identify the problems in the region and the rehabilitation method of urban transformation implementation methods, some analysis have been done and people of the region were directed to a detailed questionnaire about their demographic profile, Çıksorut region and the building they reside in. In light of the results obtained, it was determined that the quality of life in the region was very low, there were many deficiencies in the regional and constructional scale, as well as rehabilitation interventions to be implemented in the regional and structural scale were determined.
