Türkiye'de çok partili hayata geçiş: Demokrat Parti örneği ve demokratikleşme sürecine etkileri

Abstract

Bu çalışmada, 1946 yılında Demokrat Partinin kurulmasıyla ile başlayan çok partili siyasal yaşamın Türkiye'nin demokratikleşme sürecini nasıl etkilediği araştırılmıştır. Türkiye'de demokratikleşmenin tarihsel arka planını daha iyi görebilmek adına araştırma kapsamının başlangıcını, Osmanlı Devletinde demokratikleşme sürecinin ilk adımı olarak görülen Sened-i İttifak oluşturmuştur. Araştırma, çok partili siyasal yaşamın 7 Ocak 1946'da DP'nin kuruluşu ile başladığı ve İsmet İnönü'nün 12 Temmuz Beyannamesi ile kalıcı hale geldiği 18 aylık dönemi kapsamıştır. Bu araştırmada nitel araştırma yöntemlerinden biri olan veri toplama tekniği olarak doküman analizi kullanılmıştır. Araştırma sonucunda Türkiye'de, Demokrat Partinin kurulmasından 12 Temmuz Beyannamesine kadar 18 aylık bu süreçte, demokrasinin doğal gelişimi ve DP'lilerin demokratik süreçten vazgeçmeyen politikası sayesinde, siyasi alanda birçok olumlu demokratik değişikliklerin olduğu görülmüştür. Çok partili siyasal yaşama geçişin etkisiyle Türkiye'de gerçekleşen bu demokratik değişiklikler detaylı bir şekilde araştırmamızın içerisinde açıklanmıştır.This study investigates how the multi-party political life that started with the establishment of the Democratic Party in 1946 affected the democratization process of Turkey. In order to better see the historical background of democratization in Turkey, the beginning scope of the research constitutes the Deed of Alliance (Sened-i İttifak) which is seen as the first step of the democratization process in the Ottoman Empire. The research covers 18-month period when multi-party political life started with the foundation of DP on January 7, 1946 and became permanent with the July 12th Declaration made by İsmet İnönü. In this research, document analysis was used as a data collection technique that is one of the qualitative research method. As a result of the research, it has been observed that there have been many positive democratic changes in the political sphere, thanks to the natural development of democracy and the policy of DP members that do not give up the democratic process in this 18-month period from the establishment of the Democratic Party to the July 12th Declaration. These democratic changes taking place in Turkey due to the impact of the transition to multi-party political life have been explained in detail in our research.
